RKE: Cask or Core

I’m looking to create a new formula for Rancher Kubernetes Engine.

It is an open source CLI only application. However, its build process appears to be part of a CI/CD implementation and occurs inside a docker container which requires quite a bit of download bandwidth for the binary and required images.

This isn’t something I’ve come across before, and is a little over my head. Are there other formulas built this way I could reference? Would this be a good candidate for a Cask exception?

Since it does have a binary macOS release I’d probably make it a cask if I were to package it.
